Delivering training onboard without buying shore time

Training a seafarer ashore costs more than the course fee. It costs travel, accommodation, a berth that has to be covered, and days of a rotation that were supposed to be rest. Multiply that across a fleet and the annual figure is large enough that operators start asking an obvious question: how much of this has to happen ashore at all?
The honest answer is: less than currently does, but not everything. Being precise about which is which is where the savings actually live.
What genuinely requires a shore facility
Some competences cannot be assessed on a screen, and pretending otherwise is how a training programme becomes theatre. Firefighting with real heat and real breathing apparatus. Sea survival in water. Anything requiring a simulator or a physical assessment of a manual skill. Where a certificate depends on demonstrated practical competence at an approved centre, that is a shore trip and no amount of platform will change it.
Treating that boundary as fixed is useful, because it stops the conversation being about whether to digitise training and starts it being about what fraction is currently ashore for reasons of habit rather than necessity.

What moves onboard well
The knowledge half moves, and it is a bigger half than people expect. Familiarisation for a new joiner. Company procedures and safety management content. Regulatory and awareness modules. Refresher theory ahead of a practical assessment, so the shore day is spent on the part that needs the facility rather than on a classroom morning. Assessments, where the requirement is demonstrated knowledge rather than demonstrated handling.
Delivered onboard, these have a second advantage beyond cost: they happen in context. Familiarisation completed on the vessel a person has just joined, against that vessel's own procedures, is a better piece of training than the same content delivered in a hotel conference room three weeks earlier. It is also the difference discussed in onboarding that gets crew productive faster.
The constraint that decides everything: bandwidth
Onboard training fails on connectivity more often than on content. A course that streams video from shore is a course that does not run in open water, and a completion that only registers when the link returns is a completion nobody can rely on for a crew-change decision. So the content has to be available locally and the completion has to be recorded locally, with both reconciling to shore when there is bandwidth to spare.
That is a design constraint, not a preference, and it is the same one that shapes everything else that works at sea — see offline-first, sync-always. It also means standards matter: SCORM and xAPI content behaves predictably offline in a way that a bespoke integration usually does not.
What to measure
If you make this change, the number worth watching is not course completions. It is shore days per seafarer per year, and the proportion of those days spent on genuinely practical assessment. A programme that moves the knowledge half onboard should show the first number falling while the second rises as a share — meaning the shore time you still buy is going entirely to the things that need a facility.
